In a significant move for downtown Los Angeles development, the City Council has approved Fourth & Central, a $2 billion megaproject poised to transform a 7.6-acre industrial site. The development plans include a mix of 1,589 residential units, office space, and retail spread across ten new buildings. Notably, nearly one in seven of the residential units will be designated as affordable.
The project’s approval after a five-year process is viewed as a major vote of confidence in downtown L.A.’s future, signaling optimism for large-scale, dense development. It is expected to better connect the Arts District, Little Tokyo, and Skid Row. The project’s advancement is supported by recent policy changes aimed at streamlining development, including the city’s Downtown 2040 Plan and state laws like SB 79 that encourage transit-oriented projects. Construction is expected to begin in approximately two years.
