A new affordable housing development is planned for 18444 Plummer Street in the Northridge neighborhood of Los Angeles, replacing a vacant Rite Aid store. Developer Alliant Communities proposes a six-story building featuring 200 one-, two-, and three-bedroom apartments. These units will be reserved for renters earning between 30 and 80 percent of the area median income.

The 1.45-acre project site, located near the Cal State University Northridge campus, will also include resident amenities, offices, and a 102-car parking garage. Egan Simon is the architect for the contemporary podium-type building, which will incorporate landscaped courtyards. The City of Los Angeles is actively seeking over $23 million in federal funding to support the project. Construction is projected to commence in February 2027, with completion expected by April 2029. This development aligns with Alliant Communities' established strategy of delivering workforce and extremely low-income housing in the San Fernando Valley.
