Construction Commences on 77-Unit Affordable Housing Project in Los Angeles’ Westchester

Construction has commenced on a new 77-unit affordable housing complex at 9038 S. Reading Avenue in Los Angeles' Westchester neighborhood. Developed by HVN Development, the five-story building will replace six existing apartments and feature one- and two-bedroom units. Notably, the project does not include an on-site parking garage, a design choice that aligns with transit-oriented development principles.

Project approvals for the development leveraged density bonus incentives, allowing for a larger structure than standard zoning regulations would typically permit. With the exception of a mandatory manager's unit, all residences are designated for low- and moderate-income households, addressing a critical need for affordable housing in the region. Stockton Architects is responsible for the contemporary podium-style design, which will be clad in stucco. HVN Development is actively pursuing similar projects in the Westchester area, including one currently under construction nearby on Ramsgate Avenue, indicating a focused effort on increasing affordable housing stock. This development exemplifies how developers are utilizing state and local incentives to bring much-needed affordable housing to urban areas.
