Framing Completes for 77-Unit Affordable Project in Westchester

HVN Development has reached a construction milestone with the completion of framing for an affordable apartment complex at 8911 Ramsgate Avenue in the Westchester neighborhood of Los Angeles. Located just north of the LAX/Metro Transit Center, the five-story structure will deliver 77 one- and two-bedroom apartments without on-site vehicle parking.

Designed by Stockton Architects, the contemporary podium-style building is finished in painted stucco. The developer utilized Mayor Karen Bass's Executive Directive 1 (ED1) expediting process alongside State Density Bonus incentives to entitle the property. All 77 residential units are deed-restricted for low- and moderate-income households, qualifying the site for both regulatory streamlining programs.

The Ramsgate Avenue project represents one of more than a dozen affordable housing developments HVN is advancing across the City of Los Angeles. The firm has also proposed an additional residential building nearby at 8811 Reading Avenue.

For multifamily developers and land-use practitioners, this milestone demonstrates the ongoing execution speed and viability of 100% affordable, zero-parking infill projects permitted under ED1 guidelines.
