Framing Progresses on 192-Unit Affordable Housing Project in Los Angeles’ Lake Balboa

Framing is underway for the first building of a new affordable housing complex developed by Linc Housing at 17100 Victory Boulevard in Los Angeles' Lake Balboa neighborhood. Situated near the Sepulveda Basin, the project, which broke ground earlier this year, will feature two five-story buildings. These structures will collectively offer 192 apartments designed for homeless households and families earning between 30 and 80 percent of the area median income, alongside mandatory manager's units.

The development will provide a mix of studio, one-, two-, and three-bedroom units, complemented by shared courtyard spaces, offices for supportive services, and rooftop decks. Plans also include 1,000 square feet of ground-floor commercial space adjacent to a bike path, suitable for retail or a local organization. Parking for 88 vehicles will be shared between the buildings. VTBS Architects is responsible for the design, with MJS Landscape Architecture handling the landscape.

The City of Los Angeles Housing Authority's Board of Commissioners approved up to $78.7 million in financing for this project in March 2025. Located just west of the G Line's Balboa Station, this development contributes significantly to the region's affordable housing stock, with potential for further transit-oriented affordable housing projects nearby.
