Framing has officially reached its peak at 10953 Whipple Street in Toluca Lake, marking a major construction milestone for a new affordable housing project by HVN Development. Situated just off Vineland Avenue, the five-story structure broke ground last year and will deliver 91 one- and two-bedroom apartments.

The project utilizes density bonus incentives to exceed standard base zoning parameters and contains no on-site vehicular parking. Aside from a single manager's unit, all residential spaces are restricted to low- and moderate-income households. Stockton Architects designed the contemporary podium-style building, which features an exterior of white and blue painted stucco.

The Toluca Lake development forms part of a broader pipeline for HVN Development, which currently has over a dozen affordable residential projects planned or underway across the City of Los Angeles, including a recently permitted site in North Hollywood.

For multifamily developers and land-use planners, the development highlights the continued viability of zero-parking, density-bonus-driven infill projects to maximize unit yields across high-cost urban submarkets.
