Los Angeles Planning Commission Approves 379-Unit Apartment Project Near La Cienega/Jefferson Station

The Los Angeles City Planning Commission has granted approval for an eight-story apartment building featuring 379 units at 3200 S. La Cienega Boulevard. Located in the West Adams neighborhood, near Metro's La Cienega/Jefferson Station, the project was filed in August 2025 by S.D. Abraham of Mesa Rim, LLC. The development will include studio, one-, two-, and three-bedroom apartments, along with parking for 322 vehicles.

This approval leverages Transit Oriented Incentive Area bonuses, allowing for increased density and reduced on-site open space requirements, as well as waivers for floor area and height limits. In exchange for these entitlements, 42 of the proposed apartments will be designated as extremely low-income affordable housing. Designed by DE Architects and Kevin Tsai Architecture, the building will feature fiber cement, cement plaster, and metal panels, with amenities like recreation rooms and outdoor decks. This marks Abraham's second attempt to develop the site, with a previous, smaller proposal utilizing different incentives. Developers can observe how transit-oriented incentives facilitate higher-density, mixed-income housing in key urban corridors.
