Nithya Raman Outlines Plan to Boost Housing Production and Streamline Development in Los Angeles
Los Angeles mayoral candidate Nithya Raman has presented a detailed housing platform, positioning the city's housing crisis as a solvable issue through smarter policy. Currently a City Councilwoman and head of the Housing and Homelessness Committee, Raman advocates for a "city of yes" approach to development, emphasizing certainty and speed for builders.
Her blueprint aims to triple housing production, addressing the city's significant shortfall against its state Regional Housing Needs Assessment (RHNA) goal of 456,643 units by 2029. Key proposals include zoning reforms like adding high-rise districts, encouraging missing-middle housing, and increasing density near transit. To accelerate development, Raman suggests implementing a "shot clock" for approvals, a self-certification program, and a housing board to manage land use disputes. She also plans a strike force to improve collaboration and utility approvals, particularly with LADWP, a common pain point for developers.
While promoting easier building, Raman also supports robust tenant rights, a balance that has challenged other progressive leaders. Developers and real estate interests will watch closely to see how her administration, if elected, navigates these priorities to foster a more functional housing system in Los Angeles.
