Building permits have been issued for a significant affordable housing development located at 249 Pennsylvania Avenue in San Francisco's Potrero Hill neighborhood. This project will introduce 127 new apartments across a nine-story structure on a currently vacant lot adjacent to Interstate 280. The development is a joint effort by the Tenderloin Neighborhood Development Corporation (TNDC) and Young Community Developers.

The building is designed to encompass approximately 108,530 square feet, with 97,400 square feet dedicated to rental housing. The unit mix will include 38 studios, 15 one-bedrooms, 36 two-bedrooms, and 35 three-bedrooms. Parking provisions are exclusively for 118 bicycles, with no vehicle parking planned. Leddy Maytum Stacy Architects is responsible for the design.

Public records indicate TNDC acquired the property in 2023 for $11.35 million. Construction costs are estimated at around $60 million, excluding other development expenses. Developers previously indicated a potential construction start in 2027, with resident move-ins anticipated by 2029. The issuance of these permits marks a crucial step forward for this infill project, offering a substantial addition to the city's affordable housing stock.
