Developers have submitted new building permit applications for three residential buildings at the Balboa Reservoir master plan in San Francisco, located across from the City College of San Francisco campus. Led by BRIDGE Housing Corporation, AvalonBay Communities, and Mission Housing Development Corporation, the overall master plan is slated to deliver 1,100 residential units.

The latest filings cover Blocks C, D, and G. Blocks C and D, addressed at 198 Wisteria Lane, comprise 243 market-rate units in Type 3A over Type 1A structures. Block G, sponsored by AvalonBay and designed by Pyatok, involves a five-story mixed-use building featuring 164 to 174 apartments over a podium garage, along with parking capacity for 206 cars and 118 bicycles.

Two 100% affordable developments are already underway on-site: Block A with 159 units and Block E with 128 units, combining for 288 initial residences expected to finish as early as 2028. With these latest filings, activity is now moving forward on 704 total units, highlighting continued momentum for phased public-private master-planned communities in supply-constrained urban infill submarkets.
