Manna Capital has filed initial permits for a 40-story mixed-use skyscraper at 38 8th Street in San Francisco's Mid-Market District. The proposed 433-foot-tall development would replace a surface parking lot at the corner of 8th and Stevenson Streets, introducing 288 new apartments across from the Civic Center neighborhood.

The project, designed by Handel Architects, is expected to yield approximately 303,500 square feet, with 231,550 square feet dedicated to housing. It includes a six-level podium garage for 107 cars and 161 bicycles. Notably, 38 of the residential units are designated as affordable housing for low and moderate-income households.

To maximize residential capacity and streamline approval, the application invokes California's Senate Bill 330 and the State Density Bonus law. This necessitates zoning waivers for aspects such as overall height, bulk, Floor Area Ratio, and parking. The estimated construction cost is around $125 million, though a completion timeline has not yet been set. This development signifies a significant infill project in a transit-rich area, leveraging state housing laws to increase density.
