The Four Penn Center, a 523,000 square foot office building located at 1600 John F. Kennedy Jr. Blvd. in Philadelphia's Center City, is facing foreclosure as its borrower and lender clash over a resolution plan. The property's valuation has dropped to $61M, a 34% decrease from its 2016 appraisal when JPMorgan Chase originated its CMBS loan. This new valuation is also below the $63.9M in senior debt owed by the borrower, an entity linked to Treeview Real Estate Advisors.

The loan entered special servicing in May after the borrower failed to meet its maturity date. Foreclosure proceedings began in July, following the owner's offer of a workout plan that included "unacceptable demands," according to servicer Wells Fargo. The borrower reportedly stated an inability to repay the loan without a substantial discount and an unwillingness to invest further capital in leasing or operations.

Currently, the building is 65% occupied, significantly lower than the 84% occupancy rate at the time of loan underwriting. Cash flow is insufficient to cover operational expenses, taxes, and insurance. Government agencies, including the U.S. Environmental Protection Agency, represent nearly half of the tenant base with long-term leases. Analysts predict a distressed sale is likely, reflecting the ongoing challenges in the office market, particularly in Philadelphia, where over a third of CMBS office loans were distressed in January 2026. This situation underscores the risks associated with underperforming office assets and the complexities of loan workouts in a challenging market.
