JPI has finalized land and construction financing for the Torrington Forest project, a new income-restricted housing complex slated for South Dallas. The development, located on a 17-acre property at 7100 S. Great Trinity Forest Way, will feature 248 homes. Of these, 222 units are designated for households earning up to 60 percent of the area median income (AMI), with an additional 13 homes available to those earning up to 70 percent of AMI.

Financing for the project includes low-income housing tax credits administered by the State of Texas. The land is being ground-leased to JPI and its partners by the City of Dallas Housing Finance Corporation. Karsten Lowe, JPI's director of affordable housing, emphasized the need for attainable housing in neighborhoods where working families reside. The four-story complex will offer amenities such as a fitness center, swimming pool, community room, and business center, while preserving 6.3 acres as open space through a conservation easement. Completion is anticipated in mid-2028.

This development represents a significant addition to Dallas's affordable housing inventory, leveraging public-private partnerships and tax credits to address housing affordability for the local workforce.
