Juneau regulates land through 21 zoning districts, a small roster that covers an extraordinarily large area. Rural Reserve alone accounts for well over a million and a half acres, which is more than every other district combined many times over and reflects a municipality whose boundary encloses vast tracts of mountain and icefield.
The developed portion uses a density-numbered system. Districts are labelled D followed by a number, from D1 at the lowest intensity through D3, D5, D10, D15 and D18, with the number indicating the residential density the district contemplates.
