Las Cruces, New Mexico Zoning Districts: What Do They Mean?
Zoning districts are areas regulated by specific laws that determine land use, building types, and development rules. Each district below shows its zone type. Las Cruces's ordinance does not state permitted uses as citywide flags, so they are read from each district's own table rather than summarised here.

|---|---|---|---|
HC Holding Conditional | - | 7,714.1 ac | Standards & uses → |

Run it →How is Las Cruces zoned?
Las Cruces regulates land through 117 zoning districts, and two mechanisms explain the count.
The first is the Conditional suffix. Districts appear in both plain and conditional versions, and in several cases the conditional version is larger. Holding Conditional covers roughly 7,714 acres against about 7,599 for plain Holding, and Industrial Heavy Conditional covers roughly 3,685 acres. A conditional district carries terms attached to that specific land, so the suffix determines what actually applies.
The second is the Las Cruces Innovation And Industrial Park overlay, subdivided by intended sector. Districts cover value added agriculture at roughly 749 acres, aerospace, aviation and defense at about 511, and manufacturing, warehousing and distribution at roughly 474. Naming three target industries within one industrial park overlay is unusually specific economic development planning.
The two holding districts together cover more than fifteen thousand acres, the largest share of the city. That is a very large amount of land held pending permanent designation, and it tells a developer that most of Las Cruces is not yet assigned a development category.
The residential ladder runs single family at medium and high density with conditional variants, multi dwelling at low, medium and high density, and a residential estate mobile district.
A Flood Control district covers roughly 928 acres. This is pre-development intelligence, not legal advice - verify with the local planning department before acquisition.
