San Antonio residents will experience an average 6.9% increase, or $3.91, in their monthly water bills beginning in 2027, marking the first rate adjustment for many customers in seven years. The City Council approved the San Antonio Water System's (SAWS) proposal in an 8-3 vote, following a four-month delay and subsequent negotiations.

This rate hike is set to generate $54 million in additional revenue in 2027, directly supporting a five-year, $2.6 billion capital improvement plan. The plan allocates significant funds: $1.3 billion for wastewater infrastructure, $940.6 million for water delivery projects, and $399.8 million for improving water supply. While residential rates are adjusted, general class customers, including businesses and apartments, will see a 5.1% increase in 2027, projected to reach 33% by 2030. SAWS also plans to expand its Uplift Program to assist low-income customers.

For developers, property owners, and lenders in San Antonio, these approved rate increases and the substantial infrastructure investment signal rising operational costs and a commitment to maintaining essential utility services. Future financial planning for projects should account for these escalating utility expenses through 2030.
