
Permits Issued for 240-Unit Affordable Infill at West Oakland BART
Building permits have been officially issued for a six-story affordable housing development at 1470 5th Street, located directly adjacent to the West Oakland BART Station in Alameda County. The project, sited on parcel T3, will replace an existing surface parking lot with 240 residential units. Groundbreaking is slated to begin as early as September 14, 2026.
Mandela Station Affordable LP—a joint venture partnership that includes Keystone Development Group, AMG & Associates, The Pacific Companies, and Innovative Housing Opportunities—is executing the project. Designed by AO, the 75-foot-tall structure includes 12,850 square feet of ground-floor retail, vehicle parking for 50 cars, and spaces for 158 bicycles. Residential offerings will feature 59 studio apartments, 137 one-bedroom, 34 two-bedroom, and 11 three-bedroom floor plans.
This build-out marks a primary phase of the broader Mandela Station master plan, which is slated to ultimately deliver 762 residential units, 300,000 square feet of office space, retail, and public parks across four parcels. The permit clearance signals forward momentum for high-density, transit-oriented affordable development in the East Bay core.
