Burbank Selects Clark Construction and SOM for Central Library and Plaza
The Burbank City Council has chosen Clark Construction and SOM as the design-build team for a redevelopment of a core property in the Civic Center. The vote came at the council's October 13 meeting, according to a release from project manager MOCA Systems.
The site at 301 E. Olive Avenue currently holds civic parking and aging public buildings beside the Community Services Building, which will stay in place. Library services director Eric P. Lashley said the city has pursued a new Central Library since the late 1990s and now shares a unified vision for it.
Plans call for a roughly 97,500-square-foot building that would house library services, city offices and other community uses. The project also includes a 310-car garage and 43,000 square feet of public open space. Design work begins this fall, with construction projected for summer 2027 and openings targeted for spring 2029.
For developers and lenders, the selection moves a large civic project from concept toward delivery, and the design-build contract structure means the contractor and architect will be engaged together from early in the process.
