
Los Angeles County Authorizes $20.3M in Bond Financing for Mercy Housing Development in Claremont
The Los Angeles County Board of Supervisors has authorized up to $20.3 million in bond financing to back Mercy Claremont, a proposed 74-unit affordable residential community in Claremont. Developed by non-profit Mercy Housing California, the development carries an estimated overall project cost of $47.6 million and previously received a $3.4 million grant allocation from the county.
Located at 1364 N. Towne Avenue, the project will feature a three-story building designed by TCA Architects. Plans call for a mix of one-, two-, and three-bedroom apartments alongside parking, administrative offices, community amenities, and landscaped open space. Residential units will target households earning between 30% and 70% of the area median income, with targeted space for veterans as well as households displaced during the 2025 wildfires.
Mercy Housing California expects to break ground on the project in summer 2027, targeting completion by fall 2028. The transaction reflects sustained public capital deployment into suburban affordable infill across eastern Los Angeles County.
