Six-Story Senior Affordable Housing Project Breaks Ground in Covina
Construction has begun on a six-story senior affordable housing complex at 233 N. Second Avenue in Covina, roughly two blocks south of the Covina Metrolink Station. The site was offered for redevelopment by the State of California.
Community HousingWorks and Laing Companies are developing the project, which will include 60 one-bedroom apartments. All units are restricted to adults aged 62 and older with incomes between 30 and 70 percent of area median income. Fifteen units are designated for residents with vision impairments.
Resident services will include case management, benefits assistance and wellness checks. Amenities planned include a club room, courtyard, library, shared laundry and parking for 27 vehicles. Walton Construction is the general contractor, TCA Architects is the designer, Agency Artifact is handling landscape architecture, and Kimley-Horn and Building One are consultants. Financing combines state and local sources with First Citizens Bank.
According to a project website, an interest list for the apartments will open in 2028.
For developers and lenders, the project shows how state-owned surplus land and layered public financing are being used to deliver age-restricted affordable units near transit.
