200-Unit Affordable Housing Project Planned for Former Rite Aid Site in Northridge

A former Rite Aid store located at 18444 Plummer Street in Northridge, Los Angeles, is slated for redevelopment into a six-story affordable housing complex. Developer Alliant Communities plans to construct 200 one-, two-, and three-bedroom apartments on the 1.45-acre site, positioned near the Cal State University Northridge campus. All units will be designated for renters earning between 30 and 80 percent of the area median income.

Designed by Egan Simon, the contemporary podium-type building will include resident amenities, offices, and a 102-car garage, alongside landscaped courtyards and recreation areas. The City of Los Angeles is actively requesting more than $23 million in federal funding to support Alliant Communities' project. Construction is anticipated to begin in February 2027 and is projected to be completed by April 2029.

This development exemplifies Alliant Communities' established strategy, following similar workforce and extremely low-income housing projects in the San Fernando Valley. For developers and lenders, this project underscores the continued potential for repurposing underutilized commercial properties to address critical affordable housing needs, often facilitated by substantial public funding.
