
Chalon Group Proposes 25-Unit Residential Complex on Laguna Avenue in Los Angeles
Developer Chalon Group, LLC has submitted an entitlement application to the Los Angeles Department of City Planning to redevelop a vacant site at 820 N. Laguna Avenue. The proposal envisions a five-story residential development comprising 25 one-bedroom apartments with zero on-site vehicular parking.
Designed by Carpira Design Group with a Mediterranean-style exterior, the project incorporates three units reserved for extremely low-income households. By including these affordable residences, the developer is utilizing state density bonus incentives to achieve increased building envelope allowances. Furthermore, the architectural plans designate several internal recreation rooms intended for future conversion into multifamily accessory dwelling units (ADUs) post-construction.
Because the parcel sits within the Angelino Heights Historic Preservation Overlay Zone (HPOZ), the project must secure a certificate of compatibility from local preservation authorities prior to approval.
This application illustrates how urban infill developers in historic Los Angeles districts are combining state density bonus provisions with flexible ADU conversion strategies to maximize density on constrained lots.
