Construction is progressing rapidly at 1141 N. Vermont Avenue in East Hollywood, where modular units are now being stacked for a new affordable housing complex. Developer Thrive Living is behind the seven-story building, which will offer 290 studio, one-, two-, and three-bedroom apartments. These units are designated for households earning up to 80 percent of the area median income.

The project, designed by Gary Leonard Rios, includes a rooftop deck, a community room, and various landscaped outdoor spaces. It was entitled using the streamlining provisions of Executive Directive 1, a policy aimed at accelerating housing development. Thrive Living secured a $65-million construction loan for the complex last year, marking another significant development for the company, which recently completed a 376-unit project in Chinatown and commenced an 800-apartment mixed-use development in Baldwin Hills.

This development highlights the increasing adoption of modular construction and the impact of policy directives like ED1 in delivering much-needed affordable housing in Los Angeles.
