ValueRock Realty has filed an application to construct an eight-story mixed-use building at 1670 Lincoln Boulevard in Santa Monica, replacing the existing Mel's Drive-In. The proposed development features 138 studio, one-, and two-bedroom apartments above 5,667 square feet of ground-floor commercial space. Semi-subterranean parking for 123 vehicles is also included in the plans.

The project seeks density bonus incentives and waivers to land use regulations, enabling a larger building than standard zoning permits. In return, 14 of the new apartments will be designated for very low-, low-, and moderate-income households, addressing local affordable housing needs. Designed by Ottinger Architects, the modern podium-type structure will incorporate a rooftop deck and a central courtyard. This development continues a trend of similar housing complexes along Lincoln Boulevard, with a recently completed mixed-use building at 1650 Lincoln Boulevard located directly south of the site. This project highlights how developers can utilize state and local density bonus programs to increase housing supply and affordability in high-demand areas.
