
Gilroy Releases Draft Environmental Report for 116-Home Builder’s Remedy Project
The City of Gilroy has released the Draft Environmental Impact Report for a 116-home subdivision proposed at 2480-2740 Hecker Pass. Carlsbad-based developer Mana Investment is sponsoring the 24-acre residential development, which requires demolishing the South Hoey Barn. Architectural designs by William Hezmalhalch Architects outline wood-frame single-family homes across Farmhouse, Ranch, and Traditional aesthetics, while Ripley Designs leads land planning.
To bypass inconsistencies with the local Hecker Pass Specific Plan and municipal zoning regulations, the developer invoked California's Builder's Remedy. Nine of the proposed single-family residences will be deed-restricted for extremely low-income households to satisfy statutory requirements.
The environmental review identified significant unavoidable impacts concerning traffic, agricultural resources, cultural resources, aesthetics, noise, and greenhouse gas emissions. Phasing plans outline a 23-month buildout scheduled across 12 construction stages once entitlements clear. Public feedback on the environmental analysis remains open through October 5, 2026.
This project highlights how developers continue leveraging state housing laws to advance low-density, single-family master plans that conflict with restrictive municipal specific plans.
