San Jose Releases Draft EIR for Five Wounds Urban Village Master Plan

The City of San Jose has published the Draft Environmental Impact Report for the Five Wounds Urban Village Plan in Santa Clara County. The proposed planning framework consolidates four existing village plans—Five Wounds, Roosevelt Park, Little Portugal, and 24th & William—into a unified master vision spanning 427.4 acres.

Under the proposed rezoning, the designated area will accommodate a total planned capacity of approximately 8,022 housing units, which represents about 6,000 new units beyond current entitlements. The framework also facilitates 750,000 square feet of commercial space and an estimated 2,500 jobs. Density will be clustered within four key districts and along the East Julian Street and McKee Road corridors, with building heights reaching up to 270 feet, particularly on parcels adjacent to the planned BART station.

Infrastructure improvements include a BART-adjacent public plaza and mobility hub, pedestrian and cycling enhancements, and trail connections linking Coyote Creek to Lower Silver Creek. The public comment window on the Draft EIR runs through October 3, 2026, offering developers a preview of significant high-density development opportunities near future transit.
