A partnership between Boston-based developer Cathartes and the City of Dover has completed a multifamily project and a public park in the city's waterfront district, located near the Maine-New Hampshire border.

The project, called The Truette, is a 220-unit apartment building offering studio, one-, two- and three-bedroom units, along with 2,200-square-foot townhomes. Shared amenities include a rooftop terrace, coworking spaces, fitness areas, pet-friendly facilities and an onsite restaurant.

Adjacent to the building, the 3.5-acre Nebi Park includes art installations, a 2,300-square-foot pavilion and green space for public events.

Cathartes has also announced the next phase of the waterfront district, a 43-unit condominium building named Rivelle, which will sit next to The Truette. The district is planned to eventually include more than 400 residential units and 20,000 square feet of commercial space.

For developers and lenders, the project shows how public open space can be paired with dense residential development in a municipal waterfront plan.
