Framing has been completed for Alveare, a new affordable housing complex in Downtown Los Angeles developed by Related California. The project occupies a full city block at 1405 S. Broadway and will ultimately include 303 units of affordable and permanent supportive housing.

The first phase comprises 105 apartments for low- and extremely low-income households, with an average income below 40 percent of the area median income. Steinberg Hart is the architect. The design calls for eight-story buildings arranged around a central green space, opening onto a 6,000-square-foot pocket park at the northwest corner of the site, at 14th and Hill Streets.

The site was made available through a directive from Governor Newsom to use excess state-owned land for housing. City officials had previously considered the parcel for a public park. HACLA, a project partner, recently acquired the Emerald apartments on the opposite corner of 14th and Hill to add affordable and moderate-income units. A nearby 235-unit mixed-use project with ground-floor retail was also recently completed across 14th Street.

For developers and financiers, the project shows state surplus land being converted into large-scale affordable housing in the Downtown core, with phased delivery and a public open space component.
