Crescent Heights is moving forward with plans for NEMA, a substantial two-tower mixed-use development located at 3180 Biscayne Boulevard in Miami's Edgewater neighborhood. The project, designed by RSP Architects, proposes 1,030 apartments, with 618 designated as market-rate and 412 as income-restricted rental units. These income-restricted units, representing 40 percent of the residential program, are intended for households earning up to 120 percent of the area median income for at least 30 years.

The development, which was reviewed by Miami’s Urban Development Review Board on September 16, 2026, is being advanced under Florida's Live Local Act. This legislation allows the developer to seek significant parking reductions and accommodate greater residential density than typically permitted by the T6-36A-O zoning. The site, a 2.63-acre assemblage, also includes approximately 105,000 square feet of commercial space within a shared podium, featuring ground-level storefronts.

The NEMA project exemplifies how the Live Local Act facilitates large-scale housing initiatives in urban centers. By leveraging the act's provisions, developers can overcome traditional zoning limitations, potentially accelerating the delivery of both market-rate and income-restricted housing units in high-demand areas like Miami. This approach has direct implications for housing supply and affordability in the region.
