
Nashville Starts 30-Acre Stadium District with 323-Unit Affordable Housing Project
Nashville has commenced construction on Eastpoint Flats, a 323-unit affordable residential complex that serves as the initial project within a 30-acre mixed-use neighborhood adjacent to the new $2.2 billion Nissan Stadium. Boston-based developer Fallon structured the master plan to deliver affordable inventory before commercial and luxury assets, following negotiations led by Mayor Freddie O’Connell after the city approved $1.26 billion in stadium public subsidies in 2023.
The units are restricted to households earning 80% or less of the area median income under a 99-year covenant. Contract terms require Fallon to hit designated affordable benchmarks or forfeit remaining development rights across the parcel, avoiding the delivery delays seen in prior nationwide arena megaprojects. Phase one will subsequently introduce 380 market-rate apartments, a 600-key hotel, and 100,000 square feet of retail on former surface parking along the Cumberland River's east bank.
The development strategy addresses intense local supply constraints, with Nashville needing 90,000 homes over ten years—20,000 above current zoning limits—accelerated by Oracle’s nearby corporate campus.
For developers, tying master-plan rights to upfront affordable delivery sets a binding precedent for publicly subsidized stadium master developments.
