The Berkeley Zoning Adjustment Board is set to evaluate development plans for an eight-story mixed-use building at 2955 Shattuck Avenue in South Berkeley. Proposed by Evans Property Company, the 85-foot-tall structure would introduce 74 residential apartments alongside 1,460 square feet of ground-floor retail space.

Designed by Studio KDA, the project encompasses approximately 75,070 square feet of residential area across a 0.4-acre site. The unit mix includes 30 one-bedroom, 38 two-bedroom, and six three-bedroom apartments, with four units reserved for very-low-income households. Planned parking facilities will accommodate 24 cars and 49 bicycles at ground level.

The site sits two blocks from the Ashby BART Station. Evans Property Company initially utilized Senate Bill 330 protections starting in December 2023, with the city completing the pre-application review in August 2024. Executing the plan requires razing three low-rise commercial buildings and an existing surface parking lot.

For multifamily developers and land-use practitioners, the project underscores ongoing transit-oriented infill efforts in Berkeley utilizing state streamlining statutes to facilitate commercial-to-residential redevelopment.
