LA County Adds $3.6M to 59-Unit Affordable Housing Project in East Los Angeles
The Los Angeles County Board of Supervisors has signed off on an additional $3.6 million in gap financing for a proposed affordable housing development in unincorporated East Los Angeles. The vote came at the board's October 20 meeting and supports a plan by PATH Ventures for 59 units at 5010 East 3rd Street.
The four-story building would include a 14-car garage, a lobby, a community room, on-site laundry, a second-floor terrace, and offices for service providers and staff. Urban Architecture Lab is the designer. The site sits near the East Los Angeles Civic Center station on the E Line.
The county had already committed $7.8 million to the project in 2021. The new money responds to higher construction costs that have emerged since the companion PATH Villas East Los Angeles project was priced in December 2025. The Los Angeles County Development Authority and PATH previously secured $27 million in Homekey+ state funding. The apartments are intended for chronically homeless residents who have behavioral health challenges.
For developers and lenders, the case shows how rising hard costs are pushing supportive housing projects to depend on layered public gap funding, and how budgets can shift after pricing is set.
