Primestor Advances Mixed-Use Redevelopment at Norwalk Civic Center

Construction is moving forward on The Walk, a major mixed-use redevelopment at the Norwalk Civic Center led by developer Primestor. Located at the intersection of Norwalk Boulevard and Imperial Highway, the project spans approximately 13 acres, redeveloping surface parking lots and a portion of the civic center's lawn into a multi-phase commercial and residential hub.

Designed by DLR Group, the master plan includes 374 residential units—56 of which are reserved as affordable housing—alongside 94,000 square feet of commercial space. The layout positions open-air, low-rise commercial structures along the primary street frontages, while residential spaces will occupy seven-story buildings situated on the eastern side of the property. The residential component is planned to utilize modular construction techniques.

Roughly six months into an estimated 24-month build timeline, crews have advanced work to the fifth and sixth levels of a shared parking structure. Foundation and framing activities are also proceeding for the adjacent retail and apartment buildings. The project demonstrates how public-private civic center conversions can unlock underutilized municipal land for high-density, mixed-income housing.
