Torrance Office Complex Proposed for Conversion to 335 Residential Units

Property owners TCS Plaza, Inc. and Torrance Center South Complex, LLC are seeking to redevelop the Torrance Center South Complex, located at 21151-21221 S. Western Avenue in Torrance. The proposal, outlined in a recent environmental study, involves razing three existing office buildings totaling approximately 142,000 square feet.

The site is slated for the construction of "Westoria," a new residential development designed by MVE + Partners. The project will feature a six-story, 237-unit apartment complex alongside 98 four-story townhomes. The apartments are planned with one-, two-, and three-bedroom layouts, ranging from 657 to 1,303 square feet. The townhomes will offer larger four- and five-bedroom configurations, spanning 2,200 to 2,579 square feet.

Additional components include internal roads, a subterranean parking garage, and various common amenities. The development requires several approvals, including a conditional use permit, a general plan amendment, and a zone change. If approved, construction is projected to occur in a single 14-month phase between December 2028 and January 2030, transforming underutilized office space into new housing stock.
