San Antonio City Council Debates 2027 Bond Package for Infrastructure and Housing

The San Antonio City Council is currently divided over the scope and size of a proposed 2027 bond package, which includes significant funding for infrastructure and housing. City staff, led by City Manager Erik Walsh, has recommended a $442 million general obligation bond, alongside an additional $175 million for a stormwater drainage revenue bond. This proposal aims to avoid a debt service tax rate increase in future years, based on current economic assumptions.

However, several council members are pushing for a larger $750 million general obligation bond, arguing that a smaller package would neglect long-standing district needs and that potential tax increases are inevitable in a growing city. The $442 million staff proposal allocates $330 million for street improvements, $50 million for affordable housing, and $92 million for parks and facilities, including $35 million for Project Marvel-related infrastructure.

The council is expected to formally vote on the bond issuance on October 29, initiating a multi-month process before it goes to voters in May 2027. A final list of projects will be voted on in January. The debate highlights a tension between fiscal conservatism and the perceived need for substantial investment in public works and affordable housing, which will directly impact development opportunities and urban planning within San Antonio. The outcome will determine the city's capacity to fund critical projects over the next several years.
