Clearwater’s 28-Story ‘The Bluffs’ Luxury Apartment Project Targets 2028 Completion
Construction is progressing on "The Bluffs," a 28-story luxury apartment development located at 100 and 150 S. Osceola Avenue in Clearwater, Florida. General contractor Moss Construction began sitework earlier this year, with an anticipated completion by summer 2028. The project, developed by The Gotham Organization, represents an investment exceeding $85 million.
"The Bluffs" will encompass nearly 630,000 square feet, featuring 400 market-rate residences and 12,300 square feet of ground-floor retail. Amenities are set to include a 30,000-square-foot pool deck, resort-style swimming pool, putting green, multiple fitness areas, a rooftop sunset lounge, and co-working space, alongside 440 parking spots. Behar + Peteranecz Architecture designed the building.
This development is a public-private partnership with the City of Clearwater. The site, formerly home to Clearwater’s City Hall which was demolished in 2019, was acquired by the developer for $9.3 million after voters approved its sale in 2022. The project's progression signifies a notable addition to Clearwater's urban landscape, offering new residential and commercial opportunities in a prime waterfront location.
