RNGD Commences Vertical Construction for 251-Unit Multifamily Project in Elmwood, Louisiana
RNGD has commenced vertical construction on "The Francis," a 251-unit multifamily development situated in Elmwood, Louisiana, approximately nine miles west of New Orleans. This project involves the adaptive reuse of a former Kmart store location within the 1 million-square-foot Elmwood Center, an open-air shopping complex. The development is projected to be completed by spring 2028.
Financing for The Francis is being provided by Hancock Whitney Bank. The Jefferson Parish Economic Development Commission (JEDCO) and the Jefferson Parish Council collaborated with the development team to secure economic incentives, notably a Payment In Lieu of Taxes (PILOT) structure. LRK is serving as the architect, with Parallel handling interior design, and RNGD acting as the general contractor.
The Francis will offer one- and two-bedroom apartments featuring open-concept layouts and modern finishes. Planned amenities include a central courtyard with a resort-style swimming pool, a fitness center, coworking spaces, a resident library, and a dog walk. The project is expected to generate over 200 construction and permanent jobs. Additionally, Lauricella Land Co. is planning a 70,000-square-foot retail and dining expansion adjacent to the residential building, further enhancing the Elmwood Center. This initiative highlights a trend of converting underutilized retail properties into mixed-use developments, leveraging local economic support.
