Baltimore Business Leaders Launch Consortium for $100M Vacant Property Redevelopment Fund
Baltimore is advancing its strategy to tackle thousands of vacant properties with a new financing initiative. The Greater Baltimore Committee (GBC), in partnership with national housing nonprofit Enterprise Community Partners, is set to launch a Funders’ Consortium in November. This consortium will connect lenders and capital providers with a pre-vetted pipeline of redevelopment projects, laying the groundwork for a proposed $100 million private capital fund.
This effort is part of a broader 15-year plan by Baltimore leaders, announced a year ago, which aims to attract $5 billion in private financing to address 37,000 vacant or vulnerable properties. Mayor Brandon Scott emphasized that the GBC's announcement marks a crucial step in Baltimore’s revitalization. The initiative specifically targets areas where rehabilitation costs often exceed property values, making traditional financing challenging. The consortium will identify financing gaps and coordinate investments, providing a clear path for capital providers to support the city's neighborhoods. Stephen Madsen has been hired to lead this initiative.
The practical implication for developers and investors is a more organized and accessible framework for participating in Baltimore's significant urban renewal projects, backed by both public commitments and a coordinated private capital strategy.
