Arlington Council Approves Hines Master Plan for 27 Acres Near I-30

Arlington's city council voted unanimously on Tuesday to authorize a third-party master development for roughly 27 acres of vacant land at the northwest corner of Interstate 30 and North Collins Street. The city and its Economic Development Corporation have assembled about 41 acres on the site since 2014, and the parcel sits across the interstate from the Entertainment District.

Hines DM Services LLC, a subsidiary of Houston-based Hines, will prepare the master plan by around July 2027 and complete platting by about January 2028. The city will reimburse planning costs up to about $1.3 million. Mayor Jim Ross said the remaining 14 acres are intended for a grocery store, with retail, office, restaurant and multifamily uses in the broader plan.

The agreement allows roughly 350 multifamily units and 35,000 square feet of retail before a required office phase of at least 50,000 square feet. Hines holds an exclusive right to pursue a land sale through about July 2029. Proposed sale pricing ranges from $12 to $30 per rentable square foot for office and retail, $11,000 to $20,000 per multifamily unit, and $7,500 to $15,000 per hotel key.

For developers and lenders, the key takeaway is that the sale pricing and phasing terms are now set, and the 14-acre anchor parcel will need about 150 parking spaces and a site development agreement after Hines completes utility and Ryan Plaza Drive determinations by March 2027.
