Memphis City Council Postpones Vote on 12-Month Data Center Moratorium
The Memphis City Council has deferred a vote on a proposed 12-month moratorium on new data center construction for the second time. This delay occurred despite significant public turnout at a recent council meeting, where over 100 residents voiced opposition to digital infrastructure projects in the area. The council is considering the pause to assess the social, health, and environmental impacts of these developments, with a new vote now expected on October 20.
Elon Musk's xAI, recently rebranded as SpaceXAI, operates several data centers in Memphis that power its Grok chatbot and provide cloud services. These facilities have been subject to lawsuits from environmental and civil rights campaigners, who allege permit violations related to the use of gas turbines. While public opposition is considerable, some council members, including Jeff Warren, argue that a moratorium could harm economic development by encouraging data center companies to invest in neighboring counties like DeSoto, Crittenden, Fayette, or Tipton, or even across the state border in Mississippi, where one of Musk's data centers is already located.
This ongoing debate creates uncertainty for developers and investors eyeing data center projects within Memphis, as the regulatory environment remains in flux.
