Democrat Letitia Plummer won the Harris County judge race, earning roughly 816,000 votes to about 523,000 for Republican Orlando Sanchez. She is a former Houston City Council member and replaces Judge Lina Hidalgo, who did not seek reelection after holding the post since 2019.

Sanchez raised nearly $240,000 more than Plummer, with notable backing from Houston real estate figures. Fidelis Realty Partners CEO Alan Hassenflu and David Weekley Homes co-founder Richard Weekley each gave more than $100,000 to his campaign between late September and late October.

Plummer originally proposed Houston's apartment inspection ordinance, which targets multifamily buildings with repeated safety and health violations. The council approved a narrower version in May. Buildings with 10 or more violations within six months are designated high-risk, face more frequent inspections, and can be fined up to $500 to $2,000 per day for unresolved issues.

Her county agenda also covers first-time homebuyer support, limits on property tax increases tied to appraisals, faster business permitting, flood control funding for a reservoir and new flood plains, and utility weatherization with CenterPoint Energy.

For developers and owners of multifamily assets in Harris County, the practical takeaway is that permitting speed and stricter apartment inspection enforcement are likely to shape operating costs and timelines.
