Miami's Urban Development Review Board has approved plans for two residential towers in the Magic City Innovation District in Little Haiti, but only with conditions. The buildings, at 225 and 275 NE 60th Street, would rise 25 and 20 stories on a combined 1.8-acre site within the nearly 18-acre mixed-use district.

Plaza Equity Partners and Dragon Global, led by Bob Zangrillo, are developing the project, with Arquitectonica as architect. The board reviewed the proposal on October 21, 2026. The towers would hold 553 rental apartments, with 267 units in the taller building and 286 in the shorter one, built in separate phases.

The plan also includes about 24,387 square feet of ground-floor retail, a parking podium with 718 spaces, and a landscaped pedestrian passage called Les Bureaux Promenade. Preliminary drawings show pools, terraces and resident lounges, though a full amenity program has not been released.

The board attached three conditions covering facade breaks, removal of faux planting from facade screening, and construction of the full promenade alongside the buildings. The district has drawn community concern about displacement in Little Haiti, and an earlier agreement created the Little Haiti Revitalization Trust, with $31 million in payments planned over 30 years.

For developers and lenders, the approval clears a design hurdle, but the promenade timing requirement adds construction scope that should be reflected in budgets and schedules.
