Flagler TOC Development Partners presented plans to the Miami-Dade County City Commission on October 20 for two eight-story buildings with 800 apartments, to be built in two phases. According to the South Florida Business Journal, the units would be split across income tiers: 40 for households at 80 percent of area median income, 40 at 100 percent, 20 reserved for seniors at 100 percent, 200 at 120 percent with a preference for government employees, and 500 more at 120 percent.

The partnership includes representatives of UniCapital, Desarrollo Florida, the Florida Transportation Commission, and GLV Development Ventures. Miami-based Modis Architects is the architect of record.

The project would occupy 5.85 acres within the 19.8-acre West Dade Government Center redevelopment. The housing would be built on the parking lot of an office building that the county purchased in 2024 for $182 million. The site address is 9250 W. Flagler St. in Miami, Florida.

For developers and lenders, the proposal shows the county putting mixed-income housing on public land inside an existing civic campus. Feasibility teams should watch how the affordability mix and phasing are finalized.
